The eTender Project for the Government of Egypt Presented at Cairo

The eTender Project for the Government of Egypt Presented at Cairo ICT 2006.

Under the auspices of H.E. Dr. Ahmed Darwish - Minister of State & Administration, ASSET in cooperation with MSAD presented the eTender project, which is targeted to automate the government procurement through an Internet Gateway, “The eTender Portal”.

The eTender project is intended to bring major cost and time reduction of all Government procurement-related transactions, as well as to avail an effective communication channel with suppliers.

The eTender project, which is implemented using Jupiter and Oracle technologies, exemplifies ASSET’s integrated model for delivering extensible eGovernment solutions.

The main objectives of the eTender project are to:

  • Improve Information Access to government procurements for vendors by publishing and disseminating all procurement notices to the public and supplier communities.
  • Provide Online Access for general procurement information to the public and supplier communities. Procurement laws, guidelines, regulations, and updates will be made available for all the portal users.
  • Improve Collaboration between suppliers and governmental organizations for exchanging information, inquiries, and clarifications between procurement personnel and vendors in a transparent and documented manner in accordance with the Egyptian Procurement Law.
  • Improve Suppliers’ Information Management for GOE organizations by providing online means for suppliers to register and update their information within the governmental organization to facilitate using it in sourcing functions.
  • Enable Collective Procurements Planning and Performance by the Government Services Organization (GSO) the portal will allow GSO as a central GOE organization to collect procurement planning requests online from subscribing organizations and perform required collaboration functions through the portal.
  • Implement e-bidding and e-evaluation capabilities to help in achieving transparency of the tendering process while addressing the different legal and practical issues and challenges.

Visitors of the eGov Booth learned more about ASSET’s integrated model for eGov automation and service delivery using Jupiter, ASSET’s enterprise Content Management platform.
